Bluffton Grew Fast. Here Is What That Means for a Barndominium
Barndominium builders working in Bluffton are dealing with one of the fastest growth curves in the state. The town had 12,530 residents in 2010 and 27,716 in 2020, a 121.2 percent jump, after growing 882.7 percent the decade before. The 2025 estimate is 36,807. The town that was incorporated in 1852 with about one square mile now covers roughly 54 square miles, about 52 of them land, mostly strung along US 278 between Hilton Head Island and Interstate 95.
Growth like that leaves a patchwork. Where a lot sits in a planned community or carries recorded covenants, those covenants can decide whether metal siding, a large detached shop or a rollup door facing the street is allowed. Outside the planned developments there are still rural lots and small tracts where a barndominium with real shop space fits. Our first job on any Bluffton parcel is to read the deed restrictions and confirm the zoning before anyone sketches a building.
Doughnut holes in the map
South Carolina's annexation laws left many unincorporated pockets, often called doughnut holes, inside Bluffton's outer boundary. That matters more than people expect. A lot that looks like it is in town may actually be unincorporated Beaufort County land, and the reverse is also true. The permit office, the zoning rules and the review timeline follow the actual boundary, not the mailing address. We check the parcel against both the town limits and the county before quoting a schedule.
Beaufort County's Building Codes department enforces building, fire, electrical and floodplain rules and issues permits for new construction, and it lists the Town of Bluffton among the county's municipalities. Wherever the lot falls, the code is the same: every South Carolina county and municipality must enforce the 2021 International Residential Code with state modifications, in force locally since January 1, 2023, with the 2009 IECC as the statewide energy code.
The May River and Old Town
The May River winds through the middle of Bluffton, and Old Town sits on its northern bluff. That original square mile is a historic district, designated in 1996, with a history that includes the 1844 Bluffton Movement, which began under the Secession Oak on July 31, 1844, and the Union raid of June 4, 1863, which destroyed about two-thirds of the town's roughly 60 structures. A metal-sided barndominium is not the right fit for every historic block, and design review there can be strict. Most barndo projects make more sense on the newer edges of town or out in the county.
Lots near the river and its creeks are a flood-map question first. FEMA has released digital flood insurance rate maps for coastal Beaufort County, and the county enforces floodplain regulations and keeps elevation certificates on file. We look up the zone and base flood elevation on the parcel, then set the slab or raised floor from that.
Wind on the southern coast
Bluffton sits behind Hilton Head Island but still on open coastal water. The 1989 lesson from Hurricane Hugo, which came ashore farther north at Sullivan's Island with sustained winds estimated at 140 mph, was that coastal wind and surge reach well past the beach. In the Charleston area to the north, the City of Charleston designs to a 150 mph ultimate wind speed and seismic category D2. For a Bluffton barndominium, we confirm the design wind speed for the exact parcel with the reviewing office and design the frame, roof fastening and every large door to it, adding impact protection for glazing where the code requires it.
Building envelope for a hot, wet climate
Bluffton's climate is humid subtropical, with a mean daily high of 76 degrees F, a record of 107 degrees F in 1986 and a record low of 4 degrees F on January 21, 1985. It averages about 50.4 inches of rain a year, with August the wettest month. A steel building in that climate needs three things: a continuous insulation layer that keeps the inside face of the metal above the dew point, a dedicated dehumidification plan for the living space, and a roof drainage system sized for summer cloudbursts. Shops that will hold boats, golf carts or tools benefit from the same care, because condensation dripping from purlins does damage over time.
Sandy uplands
Higher ground in the Lowcountry is often sand. The USDA Wando series, mapped on lower marine terraces in South Carolina, is well drained and rapidly permeable, with a seasonal water table 48 to 72 inches down from January to March. Sand like that drains well under a slab but needs careful compaction and erosion control during construction, especially with the large, flat pad a barndominium with a shop requires.
Septic or sewer
Some lots can connect to sewer and some cannot, so we confirm service for the parcel. On property not served by public or community sewer, South Carolina requires an SCDES septic permit, and the county cannot issue the building permit without it.

Bluffton Questions
Will my HOA allow a barndominium in Bluffton?
It depends entirely on the covenants. Many planned communities limit metal siding, accessory buildings or garage door placement. We read the restrictions with you before any design work, and suggest finishes that may satisfy them.
My lot has a Bluffton address. Is it inside the town?
Not necessarily. Bluffton has many unincorporated pockets inside its outer boundary, so the parcel may be under Beaufort County instead. We confirm the jurisdiction before quoting a timeline.
Can I build a barndominium in Old Town?
Old Town is a historic district with design review, so a metal-sided barndo is a hard fit there. Lots on the town's newer edges or in the county are usually more practical.
How do you deal with condensation in a metal home this close to the coast?
With continuous insulation that keeps the metal above the dew point, an air barrier, and HVAC and dehumidification sized for the living space separately from the shop.
