One Planning Office, One Lake, Many Lots

Barndominium builders working around Greenwood have one advantage: the county's planning work is shared. Greenwood County's Planning Department describes itself as a multi-jurisdictional planning organization serving the whole county, and its Joint Planning Commission includes members appointed by the county, the City of Greenwood and the Towns of Ninety Six, Troy and Ware Shoals. That means the same staff and the same commission see most of the land you might buy.

Greenwood is the county seat, a city of 22,545 people (2020) at about 663 feet. Greenville is 51 miles north on US 25, and Augusta, Georgia is 63 miles south. In 2020, 39.7 percent of county residents lived in rural areas, and the county lies in the Piedmont within the Savannah and Saluda river basins.

Lake Greenwood Is County Property

Lake Greenwood is a Saluda River reservoir about 8 miles northeast of the city at its nearest point, covering roughly 11,400 acres with 212 miles of shoreline. It is fed by the Saluda, the Reedy and Rabon Creek, and held back by the Buzzards Roost project near Chappells.

What matters most for a lake lot: Greenwood County owns the lake and regulates encroachments around the entire lake. The county defines an encroachment as anything that extends from lake-front property into the lake bed onto county property, and its Lake Management office issues the permits. Docks carry an annual fee due by September 1, permits can be denied over property line issues or protected habitat, and surveys may be required. The county also recommends native plant buffers and soft armoring for shorelines. So when we plan a barndo on a lake lot, we keep the house, shop and septic on your side of the line, and you handle any dock or shoreline work with Lake Management.

Who Does What in Greenwood County

The county's planning page lays out the offices involved in building on a lot:

  • Planning: zoning districts and allowable uses, code clearance, development review
  • Building: building permit and certificate of occupancy
  • Engineering: flood and stormwater permits
  • State (DHEC/SCDES): perc test for septic and erosion control

The City of Greenwood's Building Inspection office handles plan review, permitting and inspections for new construction, and its building official's duties include countywide inspections. Since August 18, 2025, permits, inspection requests and payments go through the CitizenServe portal.

Variances are narrow

If a barndo design doesn't fit a lot's setbacks, the Joint Board of Zoning Appeals is the final authority on zoning variances, and it can grant one only for extraordinary and exceptional conditions on that particular property. We would rather redesign the footprint than count on a variance.

Septic and the Perc Test

Rural Greenwood County lots are mostly on septic. The state requires SCDES approval and a septic permit before a home is built on land without public or community sewer, and without that permit the county cannot issue a building permit. The perc and site evaluation tell us where the drain field and its repair area can go, and that shapes where the barndo sits.

Clay, Rain and the Code

Piedmont uplands here are often in the USDA Cecil series: very deep and well drained, with a sandy loam surface over red clay, on slopes up to 25 percent. That holds a slab well once the pad is compacted. Rain is steady: the Greenwood County Airport's 1991-2020 normals show 42.01 inches a year over about 118 wet days, and July's average high is about 90 degrees F. We plan gutters, grading and stormwater so that water leaves a big roof without washing out bare clay.

Across the state, the 2021 South Carolina Residential Code has been mandatory since January 1, 2023, along with the 2009 International Energy Conservation Code.

Greenwood Questions

Can I build a barndominium on a Lake Greenwood lot?

Usually, on your side of the property line. Greenwood County owns the lake and regulates encroachments, so docks or shoreline work into the lake bed need a permit from Lake Management. We keep the house, shop and septic on your land.

Who reviews zoning for land outside Greenwood city limits?

The county Planning Department serves the whole county, and the Joint Planning Commission includes members from the county, the city and the Towns of Ninety Six, Troy and Ware Shoals.

How do I apply for a building permit in Greenwood?

Since August 18, 2025, permits, inspection requests and payments go through the CitizenServe portal. We prepare the plan set and the site plan for the application.

What if my lot is too narrow for the barndo I want?

Variances are granted only for extraordinary and exceptional conditions on the property, so the practical fix is usually to adjust the footprint, the shop layout or the orientation to fit the setbacks.
