Summerville: Pines, a Fault Line and Three Counties
Barndominium builders looking at land around Summerville are working in one of the fastest-filling corners of the Lowcountry. Summerville had 43,392 residents in 2010 and 50,915 in 2020, a 17.3 percent rise that made it the seventh-most populous city in South Carolina, and the 2025 estimate is 53,177. Downtown Charleston is about 24 miles southeast on US 78, and Interstate 26 cuts across the northeast corner of town with four exits.
Most of the town sits in Dorchester County, but pieces reach into Berkeley and Charleston counties. Dorchester County as a whole went from 136,555 people in 2010 to 161,540 in 2020, and the estimate for 2025 is 178,397. When open land is getting scarce in town, acreage out in the county becomes the natural place for a barndominium with a shop, a few outbuildings and room to park equipment.
First question: whose rules apply?
Because the town spans three counties and the county seat, St. George, is well up the road, we always confirm which government reviews a given parcel. A lot inside town limits answers to the town's zoning and permitting; a lot in unincorporated Dorchester County answers to the county; a parcel across the line in Berkeley or Charleston County answers to that county. The building code itself does not change from one to the next. Every South Carolina county and municipality must enforce the 2021 International Residential Code with South Carolina modifications, which local governments had to put in place by January 1, 2023.
Trees were here first
Summerville grew up in the pines. It began as Pineland Village around 1785, was incorporated on December 17, 1847, and that same year passed what is described as the nation's first law against cutting down trees. In 1899 an international congress of physicians named it one of the two places in the world most suited to treating lung and throat ailments, largely because of the pines. The town still calls itself the Flower Town in the Pines.
For a barndominium, that history is a practical reminder: tree protection is part of the culture here, so we ask early about any tree rules that apply to your lot and plan the pad, the driveway and the shop apron around the trees you want to keep. Big pines near a metal roof also deserve a thought about limb fall in a storm.
The ground moved here in 1886
Summerville is tied to the Summerville Fault, which researchers connect to the Charleston earthquake of August 31, 1886. That quake, estimated at magnitude 6.9 to 7.3, caused at least 60 deaths. In Summerville, a 1-meter uplift was found along the South Carolina Railroad and the track was offset sideways by about 4.5 meters. A fire set off by the quake left many buildings on the town square in ruins, and the Old White Meeting House was reduced to ruins as well. Geologists estimate quakes of that size here every 500 to 600 years, and minor modern earthquakes may be late aftershocks.
Nearby jurisdictions in the region design houses to seismic design category D2, the same category the City of Charleston and Berkeley County list on their residential criteria. A light steel or post-frame barndo handles shaking better than heavy masonry, but the connections between the frame, the slab and any mezzanine or loft are where we focus.
Wind from the coast
Summerville is inland, but not far enough to ignore hurricanes. Neighboring Berkeley County requires residential plans to meet a minimum of 133 mph design wind, with interpolation allowed, and the City of Charleston to the southeast uses 150 mph. We confirm the exact wind speed for your parcel with the reviewing office and design the frame, doors and roof panels for it.
Septic out in the county
Out past the sewer lines, a home needs an SCDES septic permit before the county can issue a building permit. Lower Coastal Plain soils can hold water near the surface. The USDA Yonges series, mapped on nearly level Coastal Plain ground in South Carolina, is poorly drained with a water table within 10 inches of the surface for about six months in most years. Soils like that can limit where a drain field goes, which in turn limits where the house and shop go. We get the septic answer before the footprint is final.
Rain
Summerville averages about 52.7 inches of rain a year in a humid subtropical climate with long, hot summers. On a metal building that means a vapor plan for the roof and walls, gutters sized for real downpours and a site graded to move water away from the slab.

Summerville Questions
My Summerville address is in Berkeley County. Is that a problem?
No, it just changes which office reviews the permit. We confirm the county and whether the parcel is inside town limits before any plans are drawn, since zoning and flood review follow the jurisdiction.
Can I clear trees for a barndominium pad?
Usually some clearing is needed, but tree rules may apply depending on where the lot is. We check them early and lay out the house, shop and drive to save the trees that matter.
Is the Summerville area really an earthquake zone?
Yes. The 1886 earthquake is linked to the Summerville Fault, and nearby jurisdictions design homes to seismic category D2. We design the frame connections and foundation with that in mind.
How do wet soils affect my septic permit?
A high water table can limit or move the drain field. SCDES evaluates the site, and the building permit waits on its approval, so we settle septic before the footprint.
