The Rural Side of a Growing County

Barndominium builders who know York County know that the city of York is where the county turns rural. York is the county seat, about 13 miles west of Rock Hill and about 27 miles southwest of Charlotte, and the county describes its western sector as predominantly rural. In 2020, 22.7 percent of York County residents lived in rural areas. That is the land many of our barndo conversations start on: pasture, timber and family acreage with room for a shop.

York itself is growing again. The town had 8,503 residents in 2020, and the county's 2026 development report estimates 10,620 in 2025, an 8.04 percent jump in a single year, the highest percentage rate of any town in its table. It is a historic place, too. The town began as Fergus's Crossroads, became the county seat as Yorkville in 1785, was incorporated in 1841, and shortened its name to York in 1915. Downtown is a 340-acre National Register historic district with more than 180 historic structures.

Higher Ground Toward Kings Mountain

The town sits at about 725 feet, and the land rises to the west and north. Henry's Knob, the county's highest point, is 1,120 feet above sea level, and Kings Mountain State Park lies in the county. The Broad River forms York County's western boundary.

Rolling ground like this is good for drainage but harder on a big building. A 40-by-60 or larger barndo with a shop wants a long, level pad, and on a hillside that means real cut-and-fill work. We plan the pad, the driveway grade and where water leaves the site before we settle the footprint.

What the Soil Is Like

The upland Piedmont here is red clay country. The USDA's Cecil series, typical of these uplands, is a very deep, well-drained soil formed from weathered granite-type and metamorphic rock, with a sandy loam surface over a red clay subsoil, on slopes up to 25 percent. Most of it is used for crops, pasture and woodland, which describes a lot of western York County. We build the slab on compacted clay, not on the loose surface layer, and we protect bare clay from erosion during site work, because exposed clay on a slope washes fast in a summer storm.

Getting the Permit in the County Seat

If your land is outside a town, the permit runs through York County Permit Services, a division of the Planning Department. Its temporary office through late December 2026 is in the Government Center at 6 S Congress Street in York, Suite 4200, which is convenient if you live nearby. Land inside the city of York or another town is reviewed by that town.

In fiscal year 2025-26 the county issued 557 single-family permits in its unincorporated areas, up 4.11 percent from the year before, so plan review is busy. A complete package, with septic approval in hand, keeps things moving.

Wind and Seismic

The state Building Codes Council's map for York County is one line long: the entire county is Wind Category 115 mph and Seismic Category B. That applies on the hills west of town the same as it does near Rock Hill. Exposed hilltop sites still deserve care with door and panel fastening, because the shop doors are the largest openings in the building.

Septic and the State Code

Most rural lots around York are not on sewer. SCDES must approve the site and issue a septic permit before the county can issue a building permit. The evaluator decides where the system can go, and on clay ground that usually shapes the whole site plan.

The building code is the same everywhere in South Carolina: the 2021 South Carolina Residential Code (2021 IRC with state modifications), enforced since January 1, 2023, plus the 2009 International Energy Conservation Code.

A York-area site walk covers

  • Slope, cut and fill for a level shop floor
  • Erosion control on bare clay
  • Septic evaluation area and a repair area
  • Driveway grade for steel deliveries
  • Distance from the historic district if you are near downtown

York Questions

Where is the York County permit office?

Permit Services, part of the county Planning Department, is temporarily at the Government Center, 6 S Congress Street in York, Suite 4200, through late December 2026. Land inside a town is reviewed by that town.

My land is hilly. Can it take a barndominium with a large shop?

Usually, with grading. A long shop floor needs a level pad, so we plan the cut and fill, the driveway grade and the drainage together before we fix the footprint.

Does the higher ground west of York need a stronger frame?

The state map sets the whole of York County at 115 mph, so the design number is the same. We still pay close attention to door and panel fastening on exposed sites.

How far west of York do you build?

We build across York County and the rural land around it. Call us with the parcel location and we will tell you what the site needs.
