Barndominium Builders in Sumter, SC

Barndominium builders working in Sumter County have one advantage: planning for the city and the county runs through a single office. Sumter City-County Planning is, in the county's words, a joint department supported by Sumter County Government and the City of Sumter. That makes zoning questions more predictable whether your land is just outside town or out toward the county line.

Sumter is the county seat, about 45 miles from Columbia, near the geographic center of the state. The city had 43,463 residents in 2020. Shaw Air Force Base, opened in 1941, hosts the headquarters of U.S. Air Forces Central Command and U.S. Army Central.

Three Kinds of Country

The Sumter, Lee and Clarendon tri-county area straddles three regions: the Sandhills (Midlands), the Pee Dee and the Lowcountry. Within Sumter County, the High Hills of Santee rise in the western part, the Wateree River forms the western border, the Black River and its tributaries drain the county, and Lake Marion borders it to the south, one of five counties that touch the lake. Manchester State Forest is partly inside the county and Poinsett State Park is here too. Land prices and site work differ a lot between those areas, from rolling, sandy ridges to flat, wetter ground.

In the flatter Coastal Plain country you may also meet a Carolina bay. SCDNR describes these as shallow, oval depressions in Coastal Plain sediments, often under 10 feet deep, with their long axes running northwest to southeast; about 5,000 have been mapped in South Carolina. Their interiors can be dry or hold swamps or ponds. If a parcel includes one, we keep the house and septic on the higher rim ground.

Floodplain Rules Were Updated in 2022

Sumter's floodplain program is also shared. The county's floodplain page notes that the City Flood Prevention Ordinance was updated on September 6, 2022 and the County Flood Prevention Ordinance on October 11, 2022. Copies of elevation certificates are kept at the Sumter City-County Planning Department, which can tell you whether one is on file for a property. If your land is near the Wateree, the Black River or their swamps, we start with the flood map and those ordinances.

Permits and Inspections

Sumter County Building Inspections handles permit processing and inspection scheduling, and its page says time is needed for the zoning check that comes with each permit. The county publishes a Zoning and Development Standards Ordinance under Planning, which is where accessory buildings, setbacks and residential uses are defined.

The building code is statewide: the 2021 International Residential Code with South Carolina modifications, enforced by every county and municipality since January 1, 2023. Barndominiums built with steel frames or wood posts are both reviewed as homes.

Septic and Soil

Rural Sumter County relies on septic. SCDES must approve and permit a system before the county issues a building permit on land without sewer. Clemson Extension's guide says the evaluator weighs soil texture, which controls how fast wastewater moves through the ground, and topography, which controls runoff. On flat, wetter ground that can mean a larger or engineered system, so we get the evaluation done before final house plans.

Weather Loads

Sumter's 1991 to 2020 normals show 48.83 inches of precipitation a year and only 0.3 inches of snow, all in January. Record highs reach 105 degrees F. For a steel-roofed home that means humidity control, wide overhangs, good gutters and an HVAC system sized for heat.
