Goose Creek's Design Criteria, Read for a Barndominium

Barndominium builders planning a home in Goose Creek have something many towns do not provide: a one-page list of design criteria from the city itself. It tells anyone drawing a house what the building official expects, and several lines on it matter more for a metal or post-frame barndo than for a conventional stick-built home. This page walks through that list and then through the land around the city.

Goose Creek is the most populous city in Berkeley County. It grew from 35,938 residents in 2010 to 45,946 in 2020, with a 2025 estimate of 52,010. The city covers about 42.8 square miles at an elevation of around 13 feet, bordered by the Cooper River and Back River on the east, Hanahan to the southwest, an outer part of Charleston to the southeast and the unincorporated community of Ladson to the west.

The criteria that drive a barndo design

Wind speed: 140+ mph. The city lists a design wind speed of 140 mph or more and gives its building official final authority to set the wind speed at any location. For residential work it points to state-approved wind maps.

Wind-borne debris: yes. This is the line that most changes a barndominium. In a wind-borne debris region, glazed openings generally need impact protection, either impact-rated products or approved shutters. A barndo with a wall of windows facing a pasture or a pond needs a plan for that from the start.

Seismic: D2 for residential. The same category the City of Charleston uses. Braced frames, holdowns and connections at the slab need to be designed for it.

Frost line: 12 inches; ground snow load: 5. Footing depth follows the frost line. The snow load is light, so wind governs the roof.

Termite: heavy. A steel frame does not feed termites, but wood blocking, trim, interior framing and any post-frame columns do. Treated material and soil treatment belong in the spec.

Flood hazard: yes. Parts of the city are mapped flood hazard areas, so the parcel's zone has to be checked before the slab height is set.

Heating and cooling numbers

The same document gives Manual J design conditions based on Charleston International Airport: a summer cooling design temperature of 92 degrees F, a winter heating design temperature of 28 degrees F, a coincident wet bulb of 77 and indoor design of 75 degrees. Those are the inputs an HVAC designer uses to size equipment. For a barndominium, the living area and the shop usually get separate systems or zones, and the metal envelope needs continuous insulation and an air barrier so the system is not fighting condensation all summer.

Energy code

The city's criteria note that energy design follows the South Carolina Energy Standards Act, based on the 2009 IECC. The state's code summary confirms the 2009 IECC has applied statewide since January 1, 2013, adopted by statute, while the 2021 International Residential Code with South Carolina modifications governs structure and must be enforced by every municipality and county.

History and the base

The city's roots go back to colonists who settled near Goose Creek, a tributary of the Cooper River, in the late 1600s; the Goose Creek Men held many colonial offices by the 1690s. St. James Church is on the National Register of Historic Places. The modern city was incorporated in 1961. Most of Naval Support Activity Charleston lies within Goose Creek, and Joint Base Charleston covers more than 20,877 acres.

Outside city limits

Land beyond the city line is in unincorporated Berkeley County, where the county's building department requires plans that meet at least 133 mph design wind, use D-2 seismic criteria and show door and window design pressures. Rural parcels without sewer need an SCDES septic permit before the county will issue the building permit. The 1989 storm is part of the reason for these rules: Hurricane Hugo destroyed over a thousand homes and apartments in Berkeley County and blew down 70 to 80 percent of its trees.

Goose Creek Questions

Do barndominium windows need impact protection in Goose Creek?

The city's design criteria mark the wind-borne debris region as applicable, which generally means glazed openings need impact-rated products or approved protection. We plan window and door choices around that from the first drawing.

Who decides the wind speed for my lot?

Goose Creek's building official has final authority on the wind speed at any location within the city. Outside city limits, Berkeley County's minimum is 133 mph. We confirm the number for your parcel.

Why does a metal building need termite protection?

Goose Creek lists termite hazard as heavy. Steel framing is not food for termites, but wood trim, interior walls and post-frame columns are, so treated lumber and soil treatment are still part of the job.

Can the shop and the living area share one HVAC system?

It is possible, but it is usually not the best fit. With the city's Manual J design temperatures as the inputs, the living space is normally sized on its own system and the shop is handled separately.
