A Georgia Metro, a South Carolina Permit
Barndominium builders serving North Augusta are working in a South Carolina city that lives in the shadow of a Georgia one. North Augusta sits on the north bank of the Savannah River, directly across the river and the state line from Augusta. Your commute, your shopping and your TV news may all be Georgia, but your building permit, septic permit and code book are South Carolina's, and that is the first thing we sort out on any barndo plan here.
The city counted 21,348 people in 2010 and 24,379 in 2020, which made it the 21st most populous city in the state, and its 2025 estimate is 26,982. That growth fills in subdivisions fast, so buyers who want acreage, a shop and room for equipment usually look past the edges of town into Aiken County or north into Edgefield County.
Step One: Which County Is the Land In?
Most of North Augusta is in western Aiken County, but a small part of the city reaches north into Edgefield County. The split is lopsided: in 2023 about 24,121 residents lived on the Aiken County side and about 285 on the Edgefield side. If your parcel is near that northern edge, the county line decides which offices you deal with, so we confirm it from the plat or tax record before anything else.
Step Two: City Limits or Unincorporated County?
Aiken County Planning and Development issues permits for new construction and renovations across the county, but its own page says that excludes the city limits of Aiken and North Augusta. So a lot inside North Augusta goes through the city, and a tract just outside the line goes through the county, where inspections are scheduled through the county's online portal. The same department also handles manufactured home registration and moving permits, which matters if you plan to live in a camper or older home on the land while the barndo goes up.
Whichever office reviews your plans, the rulebook underneath is the same. The 2021 South Carolina Residential Code, which is the 2021 International Residential Code with state modifications, has been mandatory for every county and city since January 1, 2023. The energy code is the 2009 IECC, set by state law under Act 143. A steel or post-frame barndominium is reviewed as a house under those codes, not as a farm building.
Step Three: Septic Before the Building Permit
Many rural parcels around North Augusta have no public sewer. South Carolina's Department of Environmental Services is clear about the order: if the lot is not served by public or community sewer, you must get SCDES approval and a septic permit first, and without it the county cannot issue a building permit. We plan the house, shop and driveway around the septic area the evaluator lays out, not the other way around.
What the Ground Is Like
North Augusta sits at about 469 feet, well above the coastal counties. Aiken County as a whole is mostly Sandhills, with its northern edge reaching into the Piedmont and its southern part into the Coastal Plain. Deep sands are typical of the Sandhills belt, so many tracts in the county are sandy. The USDA Lakeland series, mapped in the Carolina and Georgia Sandhills, is sand from the surface to 80 inches, excessively drained with rapid to very rapid permeability.
That kind of ground takes rain well, which is good news for a big slab, but loose sand needs care. We pay attention to:
- Compaction under the slab and the thickened edges at wide shop doors
- Gutters and splash control so roof water does not undercut the pad
- Driveway base for trucks delivering long steel members or trusses
- Erosion control while the site is bare
History in the Land Records
The city was planned as a development. James U. Jackson and the North Augusta Land Company bought a 5,600-acre tract on March 24, 1890, later grown to about 6,500 acres, and the city was incorporated on April 11, 1906. Older settlements at Campbelltown and Hamburg came first. During the Cold War the population nearly quadrupled when the Savannah River Plant was built south of town, and that era's subdivisions are why so much in-town land is already spoken for.
A Barndo Near the Greeneway
If you would rather stay close to town, the Greeneway gives North Augusta more than 9 miles of paved trail on a former rail line, established in 1995. Lots near it tend to be smaller and inside city limits, so a compact two-story barndo with a single-bay shop often fits better there than a 60-foot-wide shop house.

North Augusta Questions
I live in Augusta. Do Georgia rules apply to land in North Augusta?
No. Land on the north bank of the Savannah River is in South Carolina, so South Carolina's residential code and SCDES septic rules apply, along with either the city of North Augusta or Aiken or Edgefield County for permits.
My lot is just outside North Augusta. Who issues the permit?
If it is in unincorporated Aiken County, Aiken County Planning and Development does. Its jurisdiction excludes the city limits of Aiken and North Augusta, so in-town lots go through the city.
Can the septic permit wait until the house plans are done?
It can be worked on at the same time, but it has to be issued first. SCDES says the county cannot issue a building permit on an unsewered lot without the septic permit.
Is deep sand a problem for a barndominium slab?
Not if it is compacted and drained properly. Sandhills soils like the Lakeland series drain very fast, so the focus is on compaction, slab edges at big doors and keeping roof water from washing the pad.
