Barndos in Farm Country

Barndominium builders around Darlington are building in a place where a steel building next to a field is normal. Darlington is the county seat of Darlington County and a center for tobacco farming, a small city of 6,149 people in 2020 on about 4.7 square miles at 151 feet elevation. Most barndo sites here are outside town on farm and timber tracts, where a shop for equipment is as important as the living space.

Darlington became the county seat in 1835, the same year the city was chartered. The county itself dates to 1785, when it was formed from the old Cheraw District, and settlement took hold after 1736 and 1737, when land was set aside for Welsh Baptists from Delaware. Florence is about 10 miles away and Columbia about 76.

Three Offices, Three Jobs

Darlington County splits the work in a way that is worth knowing before you start:

  • Codes Enforcement handles building permits and plan reviews and says the county enforces the current state-adopted codes. Permits go through an online self-service portal, and the department posts a daily inspection schedule.
  • Planning applies the county's development standards, coordinates land development permits with SCDOT, SC DHEC and the U.S. Army Corps of Engineers, acquires road right-of-way and drainage easements, and runs E-911 addressing.
  • Septic is not a county codes job. Codes Enforcement states plainly that it does not handle septic tanks or site plans.

The septic side belongs to the state. SCDES requires its approval and a septic permit before the county can issue a building permit on a lot without public or community sewer. In practice that makes the septic evaluation the first real milestone on a rural Darlington County barndo.

The county also lists four municipalities: the City of Darlington, the City of Hartsville, the Town of Lamar and the Town of Society Hill. If your land is inside one of them, we check that town's zoning and permitting before assuming the county process.

What the Code Requires

Statewide, the 2021 South Carolina Residential Code (the 2021 IRC with state changes) has been mandatory since January 1, 2023, and the 2009 IECC is the energy code by statute. A barndominium is a house under those codes, so it gets the same structural, energy and electrical review as any other home. The electrical code is the 2020 NEC, which is worth planning around if your shop needs welders, compressors or a lift.

Lessons From Florence in 2018

Darlington County is not on the coast, but it still floods. During Hurricane Florence in 2018, 21 homes in the county received severe flood damage and one was destroyed. A van was swept away on U.S. Route 76 between Horry and Darlington during the same storm. That is a reason to check a parcel's flood map and low spots before buying, and to set the finished floor and driveway with a margin. The county's stormwater department and the Planning office's drainage easement work both come into play on larger sites.

Farm Soils and Building Pads

Coastal plain soils like the USDA Norfolk series are common on cleared farm ground in this part of the state: loamy sand to about 14 inches over sandy clay loam, well drained, and used for corn, cotton, peanuts, tobacco and soybeans. They usually make a solid pad. Lower, flatter ground can behave more like Lynchburg soils, with a seasonal high water table as shallow as 6 to 18 inches from November to April. If your tract has both, the house and septic go on the better-drained part.

Climate Extremes

Darlington's climate is humid subtropical, with hot summers, frequent thunderstorms and mild winters. Records run from 109 degrees F on September 4, 1925 to minus 4 degrees F on January 21, 1985. That range is why we plan continuous insulation, sealed roof assemblies and freeze protection for plumbing in shop areas, even this far south. Humidity is real here too; the late-summer Southern 500 at nearby Darlington Raceway, about 2 miles west of downtown, is run at night partly because of it.

Getting Steel to the Site

U.S. 52 and 401 bypass the city to the southwest, and SC 34 runs through town east to Dillon and west to Bishopville. A long flatbed needs a firm driveway and turning room, and a new driveway onto a county road may need an encroachment permit from Roads and Bridges.

Yes. The county links to an online self-service permit portal and posts its daily inspection schedule there.

Did Hurricane Florence flood homes around Darlington?

Yes. Twenty-one homes in Darlington County had severe flood damage in 2018 and one was destroyed, so we check flood maps and low ground on every parcel.
