Room to Build in the Berkeley County Seat
Barndominium builders who work around Moncks Corner see a different kind of Lowcountry from the beach towns. This is the county seat of Berkeley County, about 32 miles north of Charleston on US 52, sitting just south of Lake Moultrie with its eastern edge on the West Branch of the Cooper River. It is a place where people keep boats, trucks and trailers, which is exactly the kind of life a barndo with a big shop bay is built for.
The town has grown fast. Moncks Corner had 7,885 residents in 2010 and 13,297 in 2020. Berkeley County as a whole grew 29.2 percent in the same decade, from 177,843 to 229,861 people, and its 2025 estimate is 274,666. Even so, 22.1 percent of county residents lived in rural areas in 2020, and that rural ground is where most barndominium sites are.
A town that started as a crossroads
Moncks Corner dates to 1728 and is named for landowner Thomas Monck; it began as a trading post. The Northeastern Railroad arrived in 1856, and its depot became the center of the new town, which was chartered in 1885 and incorporated in 1909. Today it is home to Santee Cooper's corporate offices and carries the trademark Capital of Santee Cooper Country. From town, US 17 Alternate runs 16 miles southwest to Summerville and 49 miles east to Georgetown, and SC 6 reaches I-95 at Santee 39 miles to the northwest. Those routes matter when a steel package or trusses are coming in on a flatbed.
What Berkeley County asks for on a house plan
Berkeley County's Building and Codes Enforcement department handles residential inspections, plan review and zoning enforcement. Its published requirements are specific, and they apply directly to a barndominium:
- Wind: plans must meet a minimum of 133 mph, with interpolation allowed.
- Seismic: residential plans use D-2 seismic design criteria.
- Submittals: a code analysis, design pressure ratings for doors and windows, a soils assumption and complete construction documents.
- Plans: prepared by a South Carolina design professional, with some exceptions the county lists.
- Septic: applied for through the state Department of Environmental Services.
The design pressure rule is the one owners overlook. A barndominium's rollup and overhead doors are large, and the county wants their ratings on the plans. We pick doors that meet the design pressure for your site rather than fixing it after the review comes back.
Hugo went through here
Inland does not mean sheltered. When Hurricane Hugo hit in September 1989, Berkeley County lost over a thousand homes and apartments, and 70 to 80 percent of the county's trees were blown down. In the Francis Marion National Forest, about 75 percent of the marketable timber was felled. On wooded lots around Moncks Corner we think about which trees could reach the building, and we design the roof and wall connections to the county's wind requirements rather than to the minimum a kit happens to ship with.
Lake Moultrie and the low ground
Lake Moultrie covers about 60,000 acres and was created in the early 1940s by the state's public power authority as a flood-control and hydroelectric project, formed by Pinopolis Dam and fed by the Santee River through Lake Marion and a diversion canal. Communities around it include Bonneau Beach, Cross and St. Stephen as well as Moncks Corner. Waterfront and near-water lots can carry flood zones, and Berkeley County keeps a separate floodplain and flood-certificate program. Unincorporated Berkeley County takes part in the Community Rating System, which can bring flood insurance discounts. We check the flood map and any elevation requirements before setting a slab height.
Septic and soils
Plenty of land around town has no sewer. South Carolina requires an SCDES septic permit before a home is built on property without public or community sewer, and the county will not issue the building permit without it. Low, flat Coastal Plain land often has a seasonal high water table; the USDA Yonges series is a common example, poorly drained with water within 10 inches of the surface for about half the year. Ground like that can push the drain field, and sometimes the house, to the higher part of the lot.
Heat
Moncks Corner's climate is humid subtropical, like Charleston's but noticeably hotter in summer because it is farther from the coast, with a record high of 105 degrees F and about 52.3 inches of rain a year. A steel roof here wants a real insulation and vapor plan, and HVAC sized for the living space separately from the shop.

Moncks Corner Questions
What wind speed does Berkeley County require for a barndominium?
The county's building department says residential plans must meet a minimum of 133 mph, with interpolation allowed. We confirm the value for your exact location and design the frame and doors to it.
Do my shop doors really need design pressure ratings?
Yes. Berkeley County asks for design pressure ratings for doors and windows on the plans, and large overhead doors are one of the most important parts of a barndo's wind design.
Can I build close to Lake Moultrie?
Often, but near-water lots may fall in a flood zone and can have other limits. We check the flood map and county floodplain rules before choosing the slab height and footprint.
Who handles the septic permit for land outside town?
The state Department of Environmental Services. Berkeley County points applicants to SCDES for the septic permit, and the building permit waits on that approval.
