Room for a Barndo in a Town That Doubled

Barndominium builders who work around Fort Mill see the growth first. The town had 10,811 residents in 2010 and 24,521 in 2020, a 126.8 percent increase in one decade. York County's own 2026 development report puts Fort Mill at 38,673 people in 2025, up from 33,626 in 2023, and gives it the largest gain of any town in the county over that stretch. It is a suburb of Charlotte, with Interstate 77 running through the western part of town and SC 160 as the main east-west road.

Growth like that changes what a barndominium project looks like here. Most new homes nearby are going up in subdivisions, so a barndominium usually means a different plan: a few acres at the edge of town or out in the county, with room for a shop, a big garage and a house under one roof.

Step One: Check What the Lot Allows

Before we talk about steel or floor plans, we look at the parcel's zoning and any recorded covenants. Subdivision lots often carry deed or HOA rules on exterior materials, building size or outbuildings, and those can rule out a metal-sided home no matter what the county allows. Rural parcels outside the town are a different story, but they still sit in a zoning district with its own setbacks and accessory-building rules.

The county is rezoning ground steadily: the 2026 report lists 48 rezoning applications in fiscal year 2025-26, and four preliminary subdivision plats covering 268 lots on about 104 acres. If you are shopping for acreage, it pays to know what the land next door is zoned for, too.

Step Two: Who Issues the Permit

Inside town limits, the Town of Fort Mill handles its own review. In unincorporated York County, permits go through Permit Services, a division of the county Planning Department. Through late December 2026 that office is in temporary space at the Government Center, 6 S Congress Street in York, Suite 4200.

County numbers show the kind of building that is happening outside the towns. In fiscal year 2025-26, unincorporated York County issued 557 single-family permits, up from 535 the year before, and single-family homes made up 93.8 percent of the new dwellings. The report notes that single-family construction has been fairly steady since fiscal 2022-23.

Step Three: Design for York County Loads

The South Carolina Building Codes Council map lists the entire county at 115 mph wind and Seismic Category B. That number drives the frame design, the connections from roof to foundation, the panel fastening and the rating on large overhead doors. A wide shop door is the part of a barndo most exposed to wind pressure, so we size it to the permit rather than to a catalog default.

Fort Mill's climate is humid subtropical with four real seasons: summer highs around 90 degrees F and lows near 70, winter highs near 50 and lows near freezing. The town's record high is 108 degrees (2007) and its record low is -5 degrees (1989). That range is why we plan insulation, vapor control and HVAC sizing together on a metal building, so the roof and walls don't sweat on cold mornings.

Step Four: The Ground and the Septic

Upland soils across this part of the Piedmont are often in the Cecil series: very deep, well drained, with sandy loam on top and red clay below. We remove the topsoil, build the pad from compacted material and set the slab on firm clay.

If the parcel is not on sewer, SCDES must approve a septic site and issue a permit before the county can issue the building permit. A big shop slab, a long driveway and a drain field all compete for the same level ground, so the septic layout is one of the first things we fit onto the site plan.

Code Basics

Every South Carolina jurisdiction enforces the 2021 South Carolina Residential Code (the 2021 IRC with state changes), mandatory since January 1, 2023, along with the 2009 International Energy Conservation Code set by state statute. Whether the town or the county reviews your plans, that is the rulebook.

Fort Mill Questions

Can I build a barndominium in a Fort Mill subdivision?

Only if the recorded covenants and any HOA rules allow it. Many subdivision lots restrict exterior materials or outbuildings. We read those documents with you before any design work.

Is there still acreage around Fort Mill for a shop house?

Yes, mostly outside town limits in unincorporated York County. Zoning and rezoning activity matter there, so we check the parcel's district and the zoning of the land around it.

Where do I apply for a York County building permit right now?

County permits go through Permit Services, part of the Planning Department. Through late December 2026 it is in temporary space at 6 S Congress Street in York, Suite 4200.

Does a barndo near Fort Mill need special doors for wind?

Large overhead doors have to meet the design wind for the county, which the state map sets at 115 mph for York County. We order doors and framing to that number.
