Why Build Near Hartsville
Barndominium builders working around Hartsville find a small city with a big industrial history and plenty of open land beyond it. Hartsville is the largest city in Darlington County, with 7,446 residents in 2020, at about 220 feet elevation. It is roughly 70 miles northeast of Columbia, about 14 miles northwest of Darlington by SC 151, around 40 miles from Sumter on U.S. 15, and about 14 miles north of I-20.
That higher ground sets Hartsville apart from much of the Pee Dee. At 220 feet it sits noticeably above Florence (121 feet) and Darlington (151 feet).
The Water That Shapes Lots
Black Creek is part of the Pee Dee River watershed, and Prestwood Lake, an impoundment on Black Creek, forms the city's northern border. Lakefront and creekside parcels are attractive for a barndo with a boat bay, but they are also where flood maps, setbacks and drainage easements come up. We look at the parcel's flood zone and the slope toward the water before setting the house pad or the shop doors.
Permits for Hartsville-Area Land
Darlington County lists the City of Hartsville as one of its four municipalities, along with Darlington, Lamar and Society Hill. Inside city limits, the city's process applies; outside, Darlington County Codes Enforcement handles building permits and plan reviews through its online portal and enforces the current state-adopted codes. The county Planning office handles E-911 addressing and drainage easements and coordinates with SCDOT, SC DHEC and the Army Corps of Engineers when a site needs it.
The code base is statewide: the 2021 South Carolina Residential Code has been mandatory since January 1, 2023, with the 2009 IECC as the energy code. So a barndominium outside Hartsville is engineered and inspected as a home, with full foundation, framing, energy and electrical review.
Septic Is a State Permit Here
The county codes office does not handle septic tanks. On land without public or community sewer, SCDES issues the septic permit, and the county cannot issue a building permit until it does. Order of work on raw land usually looks like this:
1. Confirm the parcel's jurisdiction and any deed restrictions 2. Apply for the SCDES septic evaluation and permit 3. Lay out the house, shop, well and drive around the approved drain field 4. Submit plans to the city or county for the building permit 5. Clear, pad, pour, and set the frame
Sand Ridges and Wet Flats
The Hartsville area mixes well-drained sandy ridges with lower, wetter ground along the creeks. On the high side, deep sands similar to the USDA Lakeland series drain excessively, with rapid to very rapid permeability, and are often used for peanuts, watermelons, corn and tobacco. On the low side, soils like Lynchburg are somewhat poorly drained, with a seasonal high water table 6 to 18 inches down between November and April. Deep sand needs compaction and splash control; wet flats need fill and a raised slab. Knowing which one you have changes the site budget more than the floor plan does.
Weather Here
Hartsville averages about 46 inches of rain and roughly 213 sunny days a year, with January lows near 31 degrees F and July highs near 92. Winters are mild, but snow is possible. For a metal building that means sealing and insulating the roof to stop condensation in winter and planning HVAC for long, hot summers.
A Company Town's Footprint
Hartsville carries the name of Captain Thomas E. Hart, who owned most of the land before the depression of 1837 and 1838. His son John Lide Hart bought about 495 acres in 1845, and the Coker family later built the Hartsville Railroad (1889), Welsh Neck High School (now Coker University) and the Southern Novelty Company, which became Sonoco. The city was chartered on December 11, 1891. Duke Energy's H. B. Robinson Nuclear Generating Station is also in Hartsville.

Hartsville Questions
Can I build a barndominium with a boat bay near Prestwood Lake?
Possibly. Lake and creek parcels need a flood zone check and attention to setbacks and drainage. We design the shop door and slab heights after we know the flood map and grades.
Who issues my permit if I'm outside Hartsville city limits?
Darlington County Codes Enforcement, through its online permit portal. Septic is separate and comes from SCDES first.
My land has sandy high ground and a wet low corner. Where should the house go?
Usually on the better-drained sand, with the septic field where the evaluator approves it. Wet flats with a shallow winter water table cost more to build on.
How far from Hartsville will you build?
We build across Darlington County and neighboring counties, including land toward Darlington, Society Hill, Lamar and the I-20 corridor.
