A Mostly Rural County With Room to Build
Barndominium builders looking at Chester County find something that is getting rare this close to Charlotte: a county that is still mostly countryside. In 2020, 73.3 percent of Chester County residents lived in rural areas. The county had 32,294 people in 2020 and an estimated 33,001 in 2025, and its economy rests on manufacturing, timber and crops like cotton, wheat and soybeans. Chester, the county seat, is a small city of 5,269 people sitting just west of the center of the county.
That is barndo country. A shop for equipment, a covered area for a trailer or tractor, and a home on the same slab is a natural fit for farm and timber land, and the county has plenty of both.
Getting Here
Chester is about 19 miles southwest of Rock Hill by Highways 72 and 121. U.S. 321 bypasses the city and runs 22 miles north to York and 25 miles south to Winnsboro. SC 9 passes through downtown and reaches Interstate 77 near Richburg in about 11 miles. For a barndominium, those roads matter: a steel package arrives on a long trailer, and the last stretch of driveway has to take it.
Know Which Office Has Your Parcel
Chester County's Building + Zoning department enforces the county's building and zoning codes, reviews plans, issues building, electrical, plumbing, mechanical and zoning permits, and handles inspections. It serves all unincorporated areas of the county plus the Town of Great Falls and the Town of Fort Lawn.
It does not handle property inside the City of Chester, the Town of Richburg or the Town of Lowrys; those have their own contacts. So the first thing we do with a Chester-area address is confirm which side of the line it falls on.
Plats and 911 addresses
The same county department reviews and approves real property plats under the Chester County Development Regulations and assigns 911 addresses. If you are splitting a building site off a family tract, or your land has never had a house on it, expect a plat review and a new address application to be part of the paperwork before the permit is finished.
Weather You Build For
Chester's climate records (1981-2010 normals, with extremes back to 1923) show an average yearly high of 72.4 degrees F and an average low of 48.2. Rain averages 45.75 inches a year, and snow averages 2.8 inches. The record high is 106 degrees; the record low is -5.
That cold extreme is the one people forget. A metal building that is not insulated and sealed carefully can collect condensation on the inside of the roof on a cold, damp morning. We plan the insulation and vapor control with the HVAC so the living side stays dry and the shop side doesn't drip on your truck.
Clay Ground on the Uplands
Chester County is in the Piedmont, and upland soils here are often in the USDA Cecil series: very deep and well drained, with a sandy loam surface and a red clay subsoil, mostly used for cropland, pasture and woodland. That is good ground for a slab once the topsoil is stripped and the pad is compacted. On cleared farm fields the topsoil can be deep, which adds to site work, so we dig before we estimate.
Septic and Code
Almost every rural Chester County lot is on septic. SCDES approval and a septic permit come first; without that permit, the county cannot issue a building permit. Every South Carolina jurisdiction also enforces the same code: the 2021 South Carolina Residential Code, mandatory since January 1, 2023, plus the 2009 International Energy Conservation Code.

Chester Questions
Does Chester County issue my permit if I live near Great Falls?
Yes. The county's Building + Zoning department covers unincorporated areas plus the Towns of Great Falls and Fort Lawn. Land inside the City of Chester, Richburg or Lowrys is handled by those municipalities.
My land has never had a house on it. Do I need an address first?
The county Building + Zoning department assigns 911 addresses, and a new building site usually needs one as part of the permit process. We help you line it up early.
Can I put a barndominium on part of a family farm?
Often, yes. If the building site is being split off, the county reviews plats under its Development Regulations, and the septic site has to be approved by SCDES before the building permit.
How cold does it get for a metal home in Chester?
The record low is -5 degrees F. Real cold is rare, but we still design insulation and vapor control to keep condensation off the roof and walls.
